Calif. PUC Releases Draft REC Decision
CPUC releases proposed rules for TRECs. Despite restrictions for utilities and price cap, they are a positive sign for market.
Just before Christmas, the California Public Utility Commission released a proposed decision for an unbundled tradeable renewable energy certificate (TREC) program. The rules, if adopted, should be a boon to the development of renewable energy in the West. Despite a price cap and restrictions on utilities, the proposed decision should also greatly assist in making supply available to entities seeking to comply with the State's ambitious renewable portfolio standard.
