Clean Air Transport Rule to be Released Next Week
Head of EPA’s Air Division tells Congress final Clean Air Transport Rule will be out next week. Program will replace court-vacated Clean Air Interstate Rule and provide much needed regulatory clarity.
The Senate Environment and Public Works Subcommittee on Clean Air and Nuclear Safety held a hearing this morning to discuss EPA’s forthcoming Clean Air Transport Rule (CATR), which will replace the court-vacated Clean Air Interstate Rule (CAIR).
Through CATR, EPA intends to facilitate attainment and maintenance of National Ambient Air Quality Standards (NAAQS) for fine particulate matter and ozone by states that are downwind sources emitting NOx and SO2. EPA released their proposed CATR regulations (analysis & proposed rule) last July for a period of public comment, and anticipated the final rule to be released to the public on July 1st.
However, Gina McCarthy, EPA’s Assistant Administrator of the Office of Air and Radiation noted in her opening statement that the final rule will be released to the public mid-next week.
