Evolution Advocates for Offsets, Sound Market Design in Comments to Proposed AB 32 Regs

Today is the deadline for comments to the California Air Resources Board (ARB) on its regulations for implementing AB 32. Evolution Markets has provided comments on the proposed regs, and we focused our feedback on issues relating to the proposed offset program and market design.
